Krasnodar, 18 September – Yug Times. The Kuban authorities have reportedly addressed the State Duma with an initiative to re-consider the norms of the Land Code.
The proposals were caused by the wish to help the Kuban farmers that cannot make use of bare lands. What is at issue is the land parcels where such federal, regional or local infrastructural projects as motor roads, electric mains, pipelines, etc. are to appear in the future.
The current Land Code forbids drawing of such lands into civil turnover, but in opinion of Vice Governor Sergei Usenko, a member of the working group on farmers’ problems, such planning would “freeze” the land for an uncertain number of years before the project would actually begin.
“In practice, the authorities must refuse farmers allotment of a concrete land parcel if they hold information about planned placement of federal, regional or local projects there,” stated Mr. Usenko. “The regional authorities have asked the State Duma to reconsider the norms of the current law in view of a possibility of drawing of such land parcels into civil and agricultural turnover.”
