In the framework of the 2nd anti-corruption forum, Krasnodar Regional Prosecutor Sergai Tabelsky had a meeting with journalists and public activists. After the meeting, we asked Mr. Tabelsky to give us an interview.
Q.: Which management principles do you pursue? How do you plan to build the cooperation with the press and other civic institutions?
A.: I turned 50 this year, and half of my age I have been working as a prosecutor. Krasnodar is my fourth region, and the third one where I work as the head of the regional prosecutor’s office. I try to build my relations with people on the basis of maximum openness. This is also my life principle - for sooner or later, all skeletons in one’s cupboard will be revealed.
In the Krasnodar region, I have set my colleagues to the same working principle. In my opinion, a result of a prosecutor’s work means some qualitative improvement of people’s life rather than production of paperwork. Like - an unauthorized dump was closed, or groundlessly overcharged utility tariffs lowered, or a pension was finally paid to an elderly woman, or an unjust auction was cancelled.
Q.: Kuban is a specific region: Cossacks, holidaymakers, local elites, and peculiar mentality. In your opinion, how does Kuban differ from other regions where you worked?
A.: I should say that I do understand the [Kuban] region. In some respect, it resembles my home region - Orenburg, where the Cossack movement is also strong. The city of Krasnodar also reminds me of Orenburg - just the Kuban capital is a bit larger.
I have also noted the following peculiarity: in the northern regions the life rhythm differs - all processes run faster in the south.
Q.: What are the problems that require most attention?
A.: For the time being, I have distinguished the following three problems that have caught my attention: shareholders of equity construction projects, treatment facilities, and garbage.
The situation with the shareholders remains difficult - but we at least know how many of them are in Krasnodar. There are about a hundred problematic buildings in the city, and we are working separately with each single block.
